Ann Kirwan leads the development and incubation of strategic initiatives and partnerships that both advance the quality of early childhood programs, policies and systems, and foster collective action at local, state and national levels.
She has served in various leadership positions at Start Early including vice president of national policy consultation, developing Start Early’s consultation practice with state advocates and leaders across the country, and assistant director of Illinois policy, leading the Start Early’s early childhood systems building efforts in Illinois.
Ann holds a master’s degree in public policy from the University of Chicago. She is a graduate fellow of ZERO TO THREE and was a Jane Addams Fellow at the Indiana University Center on Philanthropy.
Ann lives in the Andersonville neighborhood of Chicago, Illinois with her husband, Scott, and her daughter, Cecilia.
