Marcella Taylor is the ParentChild+ Program Manager for Washington State at Start Early Washington, bringing more than 20 years of experience in early learning and family support. In this role, she supports the ParentChild+ Family and Home Based Child Care (HBCC) models by providing coaching, guidance, and professional development for coordinators and early learning specialists, strengthening program fidelity and practice statewide.

Her path into home visiting was inspired by her own participation in the ParentChild+ program following the birth of her daughter, sparking a lifelong commitment to supporting families and advancing equitable access to early childhood services. She also serves on the Home Visitor Leadership Team for the Washington State Coalition Against Domestic Violence, where she co-creates and facilitates statewide training that equips home visitors to support families impacted by domestic violence. Her work reflects a deep belief in the power of home visiting to create lasting change and in centering lived experience as both a source of wisdom and a catalyst for meaningful system transformation.
